U.S. Environmental Protection Agency 40-Hour SPCC/FRP Inspector Training Course Course Announcement Portland, Oregon Monday, June 16, 2014 – Friday, June 20, 2014 Course Location 911 NE 11th Avenue Portland, OR 97232 Conference Room C Course Description The course will be taught by EPA staff from the Office of Emergency Management along with senior regional inspectors. Instructors will use a combination of lecture, case study examples, and interactive discussions to acquaint participants with the tools and resources available that will assist them in inspecting facilities for compliance with rule requirements. According to EPA Order 3500.1, “Training and Development for Compliance Inspectors/Field Investigators”, the 40-hour course is a program-specific training requirement. Order 3500.1 applies to all EPA personnel who lead or oversee compliance inspections/field inspections under any of EPA’s statutes, supervisors of compliance inspectors/field investigators, and contractors and SEEP staff who lead compliance inspections or civil investigations. Order 3500.1 also includes requirements for other training courses and self-study. Requirements Completion of the Basic Inspector Training is a prerequisite for the 40-hour training course. Each participant must provide verification (for example, the certificate or confirmation from a Manager) that he/she has completed the basic course. If a participant has not completed the Basic Inspector Training at time of registration, the participant must complete the course online prior to the 40-hour training course. More information will be provided upon registration. All participants will be given an assessment prior to the training course to gauge their knowledge and understanding of the Oil Pollution Prevention regulation and related policy issues. Background materials will be distributed to participants after they register so that they may familiarize themselves with the SPCC rule, FRP rule, and SPCC guidance beforehand. In order to receive credit for the 40-hour course, participants will need to pass the exam at the end of the course. Schedule The training course is scheduled daily from 8:00 a.m. to 5:00 p.m. (starting at 7:00 a.m. on Friday) with a one-hour lunch break. For those traveling to Region 10, the training course location will be within walking distance or accessible via the Max train from the hotel (room block TBD). On Friday, June 20, participants will start in the classroom at 7:00 a.m., and then will go off-site for a facility visit from approximately 10:00 a.m. to 4:00 p.m. For those who fly out on Friday night, there may be an airport drop-off following the site visit prior to returning to the office. Please plan on arriving to the airport as early as 4:00 p.m. and as late as 5:00 p.m. if we are able to accommodate an airport drop-off for this course. To receive credit, participants are required to attend the entire course, and an exam will be administered at the end of the course to document an understanding of the subject matter. Field Gear Participants will be required to conduct a site inspection at a typical SPCC/FRP facility to complete this training. Thus, each participant should bring proper field attire for this type of inspection, which may include safety glasses, hard hats, flame retardant clothing and steel toe boots. Additional information on required safety gear will be provided once registration is confirmed with the appropriate oil manager. Participants must have completed all required safety training in accordance with EPA policyand EPA Order 3500.1. Registration A limited number of spaces are available for this training course. This course is open only to EPA inspectors or authorized agents who conduct inspections on EPA’s behalf. OEM asks that the regions send those inspectors who would benefit the most from the training opportunity and who have approval from their respective regional oil manager. The registration deadline is Friday, May 9, 2014. All participants must receive approval from their regional manager before their registration is confirmed. Cost There is no course registration fee. Participants’ regional offices are responsible for all travel expenses and hotel accommodations costs. HQ will pay for transportation for the site visit made during the course. All travel costs for this training should be charged to your regional training budget, except for airfare, which should be charged to your travel budget.
